A foreigner can buy a home in Doha, but only in areas designated by the state. Law No. 16 of 2018 allows foreign individuals, companies and developers to hold real estate in Qatar, and a 2020 Council of Ministers decision sets the list of areas: freehold ownership in nine areas, and usufruct rights of up to 99 years in sixteen others, according to the US State Department's 2026 Investment Climate Statement on Qatar. Lusail, The Pearl and West Bay are among these areas.

Prices are stable. According to the firm ValuStrat, quoted by The Peninsula in August 2026, apartment values averaged 10,460 QAR per square metre in the second quarter of 2026 across the country, unchanged on the quarter and on the year. Activity, on the other hand, is picking up: residential sales volumes rose 23.6% on the quarter and 15.8% on the year.

This guide sets out the rules on property ownership for a foreigner, prices by neighbourhood, rental yield and the precautions to take before buying.

What the law allows a foreign buyer

Freehold or usufruct

In areas open to freehold ownership, the foreign buyer becomes the owner of the property. In usufruct areas, they acquire a right of use and enjoyment capped at 99 years for a non-Qatari, renewable subject to the legal conditions in force. Before taking any step, check which category the property you have in mind falls into: the nature of the right you are buying depends on it.

A growing list of areas

In July 2026, Qatar added the Simaisma seaside project to the list of areas where non-Qataris can hold property rights, according to the law firm Pinsent Masons. Simaisma joins areas that were already open, such as Lusail City, The Pearl and West Bay. Check the up-to-date list when you start your project: it changes.

A residence permit linked to the purchase

A non-Qatari owner or usufructuary can obtain a residence permit if the value of the property or right is at least 730,000 QAR (about 200,000 USD) and if they live in Qatar at least 90 days a year. From 3,650,000 QAR, they also receive benefits equivalent to those of permanent resident card holders, notably access to healthcare, education and certain investment opportunities.

Prices by neighbourhood in 2026

According to ValuStrat (second quarter of 2026), apartment values in the main areas open to foreigners are around 10,000 QAR per square metre:

  • The Pearl: 10,570 QAR per m² on average
  • Lusail: 10,365 QAR per m²
  • West Bay Lagoon: 9,460 QAR per m²

Villas sell for an average of 5,675 QAR per m², a value that is stable over the year. In high-end areas such as The Pearl and West Bay Lagoon, villa prices were stable over the quarter but fell by up to 12.5% over the year.

A market moving upmarket

The median transaction value rose 8.2% over the year, to about 3 million QAR, a sign of a shift towards more expensive properties. Al Wukair accounted for the most transactions in the second quarter, ahead of The Pearl and Lusail. ValuStrat's residential price index stood at 97.8 points, against a base of 100 in the first quarter of 2021: over five years, values have therefore not increased.

The neighbourhoods in a few words

West Bay is the business district, close to the French high schools and the French embassy. The Pearl, on artificial islands, is home to high-end residences. Lusail is a modern new town north of Doha, with its Marina district. These descriptions come from Remoters' Doha guide.

Rental yield

According to ValuStrat, the gross rental yield on residential property in Qatar was stable at 5.6% in the second quarter of 2026. Apartments earn more than villas: 8% on average, against 4.4%.

Rental demand rests mainly on expats, with leases generally lasting a year. As a rough guide, the Doha guide puts rents for a one-bedroom apartment at around 8,490 QAR per month in The Pearl and 7,980 QAR in Lusail, based on figures from late 2024. These figures need updating when you start your project.

A gross yield does not tell the whole story: deduct the condominium and service charges, often high in residences with a pool, gym and security, the vacancy periods between tenants, and maintenance. New supply remains limited, with about 355 apartments delivered in the second quarter of 2026 for a stock of 406,097 homes, which supports the existing market.

The steps of a purchase

  1. Check the area: the property must be in an area open to non-Qataris, as freehold or usufruct.
  2. Check the property and the seller: title deed, absence of encumbrances and, for an off-plan purchase, the progress of the project and the developer's soundness.
  3. Sign the sale contract: it sets the price, the payment schedule and the conditions.
  4. Register the transaction with the land registry services, then, if the amount qualifies, file the residence permit application.

Precautions to take

  • Have the contracts reviewed: use a local lawyer for the sale contract, the fees and the condominium rules, and have any document written in Arabic translated.
  • Compare with the local price level: with average values around 10,000 QAR per m² for apartments in areas open to foreigners, a price far from that needs to be justified.
  • Beware of listings that look too good: do not pay any deposit before you have visited the property, verified the seller's identity and obtained a written contract.
  • Think long term: the ValuStrat index shows prices that have been almost flat since 2021. The appeal of buying in Doha lies more in the rental yield and the residence permit than in a quick capital gain.
  • Plan for resale: the foreign market is limited to designated areas, which restricts the number of possible buyers.
